The Consulate General of Saint Lucia to the French Territories operates under the leadership of the Government of Saint Lucia, in close collaboration with the Ministry of External Affairs, International Trade, Civil Aviation and Diaspora Affairs. The following key personalities guide Saint Lucia’s national and diplomatic direction.
His Excellency Sir Cyril Errol Melchaides Charles, GCMG
His Excellency Sir Cyril Errol Melchaides Charles, GCMG, was born on 10 December 1942 in Castries, Saint Lucia.
Sir Cyril has dedicated much of his professional life to public service, serving for over thirty years in Saint Lucia’s public administration, including senior roles within the Inland Revenue Department. Following his retirement from government service, he contributed to the private sector and later worked as a tax management consultant.
He has also been actively involved in civic life, serving on national boards and community organizations.
In recognition of his distinguished service to Saint Lucia, he was invested as a Knight Grand Cross of the Order of St Michael and St George (GCMG) in 2025.
As Governor-General of Saint Lucia, His Excellency carries out the ceremonial and constitutional duties of the Sovereign, serving as a symbol of national unity and continuity.
Hon. Philip J. Pierre
Prime Minister of Saint Lucia - Minister for Finance, Economic Development and the Youth Economy
Prime Minister Phillip J Pierre was re-elected as the parliamentary representative for Castries East on 03 December 2025, marking his sixth consecutive term in Parliament. He simultaneously returned to office for a second term as Prime Minister of Saint Lucia, continuing his leadership of the government.
Prime Minister Pierre is a dedicated politician and a committed district representative with over thirty (30) years of experience in government and opposition. He has held many portfolios over the years to include Deputy Prime Minister as well as Minister with responsibility for Tourism, Civil Aviation, Commerce, Investment, Consumer Affairs, International Financial Services, Infrastructure, Ports Services and Transport. In 2016 he became Leader of the Opposition Saint Lucia Labour Party which he led to victory in July 2021.
Hon. Pierre is a management professional with a broad range of skills and extensive public and private sector experience that he utilizes to assist state agencies and private sector enterprises achieve their goals. His areas of proven expertise include: Programme and project planning, implementation and evaluation, Design of hotel development incentive packages, Economic analysis and economic forecasting, Financial policy, financial management and budgeting, Organization management and development, Business Plans, Feasibility Studies, Business Re-organization Advice, Sourcing Business Financing, Tourism policy development, policy advice, facilitation and implementation and Training in Capacity Development for SME in St Lucia and region.
Hon. Pierre holds a Bachelor of Arts degree in Economics and a Master of Business Administration (MBA) from the University of the West Indies. Prime Minister Pierre continues to be a very strong advocate for the promotion and advancement of entrepreneurship, and the small business sector as a critical engine for economic growth.
Hon. Alva Romanus Baptiste
Minister for External Affairs, International Trade, and Civil Aviation
The Honourable Alva Romanus Baptiste is Saint Lucia’s Minister for External Affairs, International Trade, and Civil Aviation. He was first elected to Parliament in 2006 and has held the external affairs portfolio multiple times, having also served in regional and international delegations.
Minister Baptiste is responsible for advancing Saint Lucia’s foreign policy, representing the country in bilateral and multilateral fora, overseeing consular missions, and coordinating international cooperation. He plays a key role in promoting Saint Lucia’s interests abroad and managing relationships with diplomatic partners and international organizations.
Ms. Janelle Modeste-Stephen
Permanent Secretary – Ministry of External Affairs, International Trade, Civil Aviation & Diaspora Affairs
Janelle Modeste - Stephen currently serves as the Permanent Secretary at the Ministry of External Affairs, International Trade, Civil Aviation & Diaspora Affairs. In this capacity, she provides strategic leadership and oversight for the Ministry’s administrative and operational functions, ensuring the effective implementation of Saint Lucia’s foreign policy and international cooperation agenda. As the Ministry’s principal accounting officer and administrative head, she plays a central managing bilateral and multilateral relations and aligning external affairs with national development priorities. Her responsibilities also extend to advancing Saint Lucia’s international trade interests, overseeing civil aviation policy and regulatory matters, and fostering meaningful engagement with the Saint Lucian diaspora to support national growth and integration.
Ms. Modeste-Stephen holds a master’s degree in public service management from London
Metropolitan University and a bachelor’s degree in communication studies and French from London Guildhall University. She has also completed professional training in Economic Diplomacy, Project Management, Strategic Visioning, and Senior Leadership Development.
With over 15 years of public service experience, Ms. Modeste-Stephen has built a distinguished career in government leadership, policy development, and institutional transformation. Prior to her current role, she also served as Deputy Permanent Secretary in the Ministry of External Affairs and previously as Postmaster General of the Saint Lucia Postal Service, where she led major reforms to modernize postal operations and strengthen international partnerships. Her leadership extends to the regional level, having served as Chairperson of the Management Board of the Caribbean Postal Union.
Permanent Secretary Modeste-Stephen remains passionate about advancing Saint Lucia’s interests on the global stage while building resilient and responsive public institutions at home. She is committed to fostering innovation, strengthening human capacity, and promoting service excellence across the public sector.
H.E. Anthony B. Severin
Ambassador to France
Ambassador of Saint Lucia to France
His Excellency Anthony B. Severin is Saint Lucia’s non-resident Ambassador accredited to the French Republic. Based at Saint Lucia’s High Commission in the United Kingdom, Ambassador Severin supports the advancement of bilateral relations between Saint Lucia and France. His responsibilities include representing the Government of Saint Lucia in diplomatic matters with the French state, supporting cooperation in education, health, trade, and cultural affairs, and working in close coordination with the Consulate General in Martinique.
Ms. Allison K. Joseph
Consul General of Saint Lucia to the French Territories
Allison K. Joseph, born on July 15, 1960, in Saint Lucia, is a diplomat and accomplished professional with a career spanning over four decades. As Consul General of Saint Lucia, Ms. Joseph plays a pivotal role in fostering bilateral relations, strengthening cultural ties, and advancing the interests of her country in Martinique, Guadeloupe and French Guiana.
Ms. Joseph holds an MBA with a specialization in Human Resources from the University of Leicester in the United Kingdom. Her diverse and extensive work experience includes senior management positions in the private sector, regional organizations, and public service. Notable roles include serving as Sales and Marketing Manager at CAGEMA/CGM in the shipping industry, where she held a senior management position; Administrative Officer at the World Bank -funded OECS Telecommunications Reform Project and the Eastern Caribbean Telecommunications Authority (ECTEL), and a Director on the Board of the National Conservation Authority. She has also held senior management roles at the Almond Resorts chain of hotels and worked as a Consular Officer at the French Embassy in Saint Lucia, further solidifying her reputation as a versatile and dynamic professional.
Ms. Joseph’s leadership extends to disaster management, where she has served as the Chairperson of the Disaster Management Committee for Castries North under the National Emergency Management Organization (NEMO) since 2002. She is also deeply engaged in cultural and community development, having produced the 2015 Grand Rivière Jazz Festival and founded Women of Industry, Solidarity, and Empowerment (WISE), a non-profit organization dedicated to advancing gender equality and social development.
As Consul General, Ms. Joseph is committed to advancing cooperation between Saint Lucia and France, enhancing cultural and economic ties, and promoting mutual understanding. Her focus on supporting vulnerable populations, including women, youth, and the elderly, underscores her passion for service and humanitarian advocacy.
With her extensive background, senior leadership experience, and dedication to fostering positive relations with France and its overseas territories, Ms. Joseph is a dynamic advocate for Saint Lucia on the regional and international stage.
